Proposed policy amendments for the
Kentucky-West Virginia District
To be presented at the 2nd Quarter Board Meeting
February 23, 2008
There is a feeling among many members of the District that changes in the way we administer the District
are necessary in order to increase our service to our Clubs, and through them, the children of the
Kentucky-West Virginia District.  The policy amendments that will be presented during the February
District conference in Frankfort are the first step in effecting those changes.

The primary change reflected in the proposal is a change from ten Zones administered by Lieutenant
Governors to larger Regions administered by Assistants to the Governor.  Instead of the ten Zones we
currently have, the proposal calls for four Regions.

The Assistants to the Governor will perform many of the same duties that our Lieutenant Governors
currently perform.  The new policies will not require an Assistant to the Governor to make a specified
number of physical visits to each Club within the Region - instead the Assistants to the Governor will be
expected to maintain communication with the Clubs on a more regular basis, making use of email,
telephone, etc.  

The Assistants to the Governor will be appointed to one year terms by the Governor-Elect, and will take
office on October 1st.  Each appointment is subject to confirmation by the Executive Committee.  The
Executive Committee will also be charged with monitoring the progress made under this system, and
making modifications where necessary.

There are also changes to the requirements currently in the policies regarding our quarterly District
conferences.  The intent is to make the conferences more member-friendly, and the changes in the
proposal give us the flexibility to try new ideas, and methods of putting on our conferences.

We hope that you will approach your decision on these proposed changes with an open mind.  While we
feel that these changes will be beneficial to the District, we also understand that some of them may not
work in the way we expect.  This is a work in progress, and each area will be monitored.  It is possible
that we will be requesting additional changes in the future based on the level of success of these proposals.

NEW: A Strategic Plan is also being proposed, along with a policy amendment to implement the
plan.
